I go to

http://developer.myspace.com/modules/apps/pages/createappaccount.aspx

Enter anything random for the name.. it says

Try it!  It doesn't let me create an app... I've entered short and random application names..

 The email address needs to be unique for each app.  Try using a different email.

 Additionally, the password might be too long, but I am not certain.
