when i try to publish my app and it says this Failed to Publish application. Unexpected error: NoPanelsDefined

I have noticed that some apps just replicate themselves in the app directory (with a slight variation in the content but not in the functionalities). This obviously provides much more exposure to the app and a big competitive advantage. Is this a permitted strategy?
