I noticed this app with an animated icon. How do I get mine animated?

 For awhile we didn't allow animated icons. I'll have to check to see if they're allowed here.

Next, you'd have to create your own if they are :)

Read the TOS, i think it said that they werent allowed when i read it, but i dont remember =]

No solid answer, but the fact that we have both for sure needs to be cleared up.

I believe the TOU/Guidelines state that it's against the policy. What I need to do is clear up if they ever changed that rule and started allowing them.
