I don't understand.  You do see a submit button, and can go to the next step.. I don't understand the problem, it sounds like it's doing what it's supposted to do.

 I dont see the submit button

1. Fill out the general info (app name, email, agree to terms (check box) click NEXT
2. Enter Captcha (click next)
3. Upload XML or click (skip this step)
4. fill in the surfaces (click save)
   

And that's about it. Tell me where you're getting hung up.
