I am looking for a web/rest api that would provide the following to a developer

• what are my app ids?
• for a given app Id, provide status information,
• get or set the app xml url
  
• cause the app xml to be refreshed
• validate the app xml 
• publish the app

Does this exist? 

If yes, can an oauth-authenticated consumer application use it?

Pointers woudl be appreciated.

 I don't believe any of those methods exist in the REST API, but I moved your post here in case anyone else has something to add.  One thing that I do believe is planned, is to enable developers to set their applications to automatically, periodically refresh from the app xml.
